BETHLEHEM — The Board of Selectmen, meeting Tuesday, September 6,, denied an Earth Materials Permit sought by Robert Pabst.

According to the unofficial minutes of the meeting, the denial was made for several reasons, including that the application was “missing a deed description of the premises on which the proposed excavation or deposition is to occur, which description shall include the volume and page reference of the recorded deed on the land records of the Town of Bethlehem was missing.”

Also, there was “inadequate information on the calculation of cubic yards, applicant stated amount was guesstimated” and it was “missing a description of the equipment and/or structures to be erected on the premises.”

In addition, “An inventory list of all equipment to be used to carry out the proposed work, including an estimate of the number of vehicles to be used solely to transport material to or from the premises was missing;” and there was “an inadequate statement of the provisions to be made to prevent and to control any nuisance conditions which might result from the proposed work.”

The application was also missing the signature of the owner/applicant. Other items that were deemed missing: the map that was provided was not scaled to one inch equals 40 feet as required; the map was missing existing contours and elevations and missing a permanent bench mark or point.

In addition, selectmen noted that the applicant’s proposal of non-compliance of operation was in violation of the ordinance as regards the following provision: “Outside material. No earth materials from outside the premises shall be brought into the permit area strictly for processing and subsequent removal.”

First Selectman Steve Sordi reported that Public Works Director Steve Mantz has been working with Ray Cocchiola from Cocchiola Paving regarding the reclaim and repave roads award, but a contract has not been signed yet.

Mr. Sordi said the town has taken delivery of the new Freightliner Plow Truck for the Public Works Department, and noted the new Steiner tractor has been working out great, with attachments that include a 72-inch rough cut brush mower, a 72-inch finish mower, a 54-inch power broom, a 48-inch snow blower, a rear mounted salt spreader and a removable cab with heat and lights.

The town has hired a new part time person for the transfer station. It will be starting an Ad Hoc Committee regarding the anticipated purchase of fire department apparatus including Engine 2, Rescue 6 and Engine 5.

Mr. Sordi said there will be a second round of in-person interviews for the Voice Over Internet Phone project.

Selectman Raymond Butkus noted the town’s Plan of Conservation and Development, Section 7, states that the Board of Selectmen should be mindful of the beautification of the town. He said he would like to see if there are any other funding opportunities available for the sidewalks, since taxpayers recently voted down a proposal for lighting.

Selectmen reappointed Michael Devine as the Bethlehem representative to the Northwest Connecticut Public Safety Communication Center for a term from January 1, 2023, to December 31, 2025.
